Nepal: 'Region has hundreds of high-altitude lakes prone to unleashing enormous volumes of water'William Hilderbrandt is pleased to welcome David Fisher, Head of Delegation, Nepal International Federation of Red Cross. The scale of Nepal’s disaster cannot yet be fully measured. Entire communities remain difficult to reach, tens of thousands of people have been affected, and official assessments are only beginning. But the central challenge is already clear: this cannot be treated solely as an immediate humanitarian emergency. What happens to these communities in the years ahead depends heavily on what we do now. Emergency relief must be accompanied from the outset by planning, funding and action for long-term recovery, including rebuilding homes and livelihoods. If that work is postponed until international attention has moved elsewhere, many people may never fully recover. And signs suggest that the speed and destructive force of this extreme natural event could become more frequent.

Show HN: I built a tool showing how AI providers (should) throttle their modelsOP here: this project was born out of the frustration/paranoia that AI providers are throttling their models when their server load is too high. So, I set out to model and study the problem mathematically to understand what was happening, what I found was quite surprising. The idea seems natural: as the data center demand increases momentarily through the day, throttling their models (either using quantized versions, reducing the context window or lowering the tier of the model to a smaller one) seems appealing as the replacement model in principle uses less electricity. The problem is that this can cause the opposite effect: as users are trying to solve a question, if the degraded AI model gives a bad answer, the user is likely to keep re-asking. On the AI provider side this looks paradoxical: throttling to a lower model creates in fact more demand for their data center. This problem is even worse for agentic workflows, as these are more likely to create a re-ask storm, and maybe explai

Show HN: SubSmith – Turn your own videos into language-learning materialI've been learning Japanese for a few years and kept running into a similar problem. I'd find a video I wanted to learn from, hear a useful sentence, and then realise that turning that sentence into something I could study later was both time consuming and draining at times.I would end up jumping between a video player, subtitles/transcription, a dictionary, screenshots, audio clips and Anki. So I built SubSmith to bring that workflow together. You can drop a video or audio file into it, generate a transcript locally and then use the transcript alongside the media to:* look up words and sentences * replay individual lines * edit the transcript * save useful sentences with their original context/audio * export them as Anki cardsThe important part for me is that it works with your own media. It isn't tied to a particular streaming service or library, so I can use the random anime episode, podcast, lecture, etc. that I'm actually interested in studying. It's an offline-first desktop app, an

Nepal flood disaster reconstructed minute by minuteNew satellite imagery and video analysis show the deadly Nepal floods began when part of a glacier near the Chinese border collapsed, triggering a debris flow that raced downstream at up to 150 km/h and devastated communities over more than 80 kilometres. Scientists are still piecing together the exact sequence of events, while authorities warn the disaster may not be over as a newly formed lake upstream has started to overflow.

Ask HN: How do we get our US Cellular (T-Mobile?) phone number back? (complex)Hello HN, I volunteer at a small school who lost its phone number with US Cellular at the end of June. They had some kind of business cellular landline service which US Cellular decided to discontinue, probably due to the upcoming merger at the time.I can't get US Cellular or T-Mobile to do anything because the US Cellular account is deactivated, but when I look the number up on unlec.com I can see it belongs to US Cellular still. So, my understanding is that the company is technically able to allow it to port or set up a new line of service, but the front line workers are unable to do anything about it.Is there anyone I can talk to about this? School starts on Monday. Unfortunately this got lost in the shuffle over the summer and we didn't even realize this was a problem until this week (month?). I'm tempted to call/email all the T-Mobile or US Cellular NOCs I can but I realize that could be counterproductive.I want to cut over our new UniFi Talk system to a Twilio trunk but this is t
